Buy a used Dell optiplex off of ebay with a decent CPU and throw in a used graphics card and SSD.

mod creation i know nothing about, so i don't know what specs you'd need for that... 

 

i assume you're in the UK.. i don't know a lot about the used market there. can you look up what a 2600K with 16gb of ram, a decent board and a decent PSU costs over there? that'll give me a point of reference.

basically, check the requirements of the games you play and the mods you use, and then start looking from there.

video cards age even faster. i'm quite knowledgeable about old and used hardware, so if you find a system you can always ask me if it's a good deal. 

 

i can't give you specific advice because i'm not familiar with either of the games you mentioned, and i don't know what's available locally where you live. you said you were afraid of getting scammed, so going to pick stuff up is your best bet because most of the time you can then test stuff before you buy it.

remember you can use sites like userbenchmark to compare cpu's, and i recommend https://ark.intel.com/ for comparing intel cpu's. quite often you'll get a listing for a cpu with just the model number. if you look it up there it'll tell you everything. the year of release, socket, architecture etc.
