I'd like a 1ms refresh time

1080p resolution

75Hz or more

24"

I have a GTX 1050 Ti

That's a pretty dang good bang for your buck monitor you listed. You don't have to have an AMD GPU to use a monitor with Freesync. It'll work just fine if you can't find something else.
