Blank Screen with cursor

Windows tends to screw itself from time to time. You could try plugging in an empty hard drive and installing Windows on that, and if it works, you know your current installation is corrupted.

Before anyone tells me to simply look it up, I have. It's not the typical black screen. I mean I am not able to log in, and my cursor has the loading symbol next to it and after a few seconds the cursor will disappear altogether. The refresh rate also goes down to 60 from 144 for no  apparent reason. I have tried reseting the PC from a previous save. I have literally tried everything on the adavnced menu. Also, I have had Win 10 for a while and nothing has just updated GPU drivers are all up to date. Before the issue came about, the PC was functionining perfectly fine and then blue screened, which is normal for my PC to randomly do at the moment. Unlike usual, it didn't reset itself properly so I hit the reset button and then this all happens. Any ideas on how to help? Any advice will be much appreciated. Thanks in advance

I have my dad's old PC which used to run Vista, could the hard rive on that be safe to use as a tester drive? Also, if I do find that it is corrupted, what do I do? Will my files be safe?

That could work, yeah. If the drive is corrupted, you can plug it into another computer as a secondary drive, and copy your files off it like that.
