semtimus is right on this. a new fan cost $20usd max. a new video card $400+ so don't waste $$$$$$

if i change the fan, will it suck up the thermal pads?

bear in mind that the thermal pads were pull from under the aluminium shroud covering the pcb

I would replace the thermal pads with new ones when you put the new cooler on (if you decide to go that far), or when you replace the fans. It's likely an issue with the way the fans are pulling the air because of some weird alignment issue, or they just weren't designed well.
