Computer stuttering across all programs/games

Evening folks. Just to start off, Specs:

So I've had this computer for a whopping four years and it has treated me exceedingly well, and is just beginning to show its age with modern titles.

 

However I've had this problem that I've just started recognizing—during just about any task on my computer besides watching videoes, I'll get these brief half-second stutters when I play games. This is across any game, but I didn't start to notice it until I was playing first person shooters like CS:GO, Overwatch, and... Mechwarrior: Living Legends. In these games especially these stutters are absolutely fatal and result in a lot of frustration. Looking back this always happened, but I thought it was just an issue on WoW, now I realize it's computer wide.

 

What could be causing this problem? It only happens during games. The other thing I noted is that it happens more often when chrome/facebook is open, when I get a message. But even when chrome is shut down and facebook is logged out, it happens-- just with a little less regularity. 

 

In either case, if anyone has some ideas, I'd greatly appreciate the input.

i'm just gonna suggest starting off with getting it a good maintenance:

- push trough any windows updates (you need to do them anyways, may as well get it over with)

- check for driver and/or bios updates

- run disk cleanup to wipe 4 years of windows update crud off of your disk

- turn off your computer, and scrape off 4 years worth of dustcake.

 

if that doesnt make the situation better, do the good old DDU/reinstall gpu drivers, and go from there.

I don't know how to update bios :(

I've got two SSDs, I've heard disk cleaners aren't good for those? Should I still?

And I just cleaned all the gunk from my computer, it was a mess.

open start menu or windows search, and search for "cleanmgr". dont need software for something built into windows.

So I did all those things. Any other ideas? I'm still getting those half-second stutters across games.
