Help! Cant figure out problem

Ok in short my programs crash.

Now long story. Yesterday I changed my startup sounds on my pc. It worked fine and tested after acouple restarts. So today I put on my gpu bracket.(i have a radeon hd 6780 x2) and I went out shopping. I came home and World of warships refused to play. I kept getting errors like createEffect error unknown error. So after giving up, I just went and wiped windows (all games on another hdd drive) and now almost every program wont work. Like microsoft edge you can search for somthing, but when you click on the link that you want it crashes. 

Ive changed memory and gpu. Is it possibly a bad install of windows or cpu?
