then using the money saved to get the 8 core CPU, especially if you're planning on doing streaming. Having more cores to work with is always useful. Basically 4 cores/8 threads for the game, and 4 cores/8 threads for OBS.

It'll be fine? Not sure why you'd ask. The 2600 and 2700 are going to perform about the same in games, the 2700X will be faster for streaming/video editing and all of that.

 

The 1070 is faster than a 1060, but if the money saved gets you a better CPU...Your CPU is likely to last longer than your GPU. Besides that next generation GPUs should be out in a few months.

So if you can live with medium settings instead of Ultra quality I'd go for the better CPU.
