High/Mid Range PC is lagging?

My PC has a GTX 1080  Founders Edition, Ryzen 7 1700, 16Gb of vengeance ram and a Samsung Evo 500GB. Is it possible that I am getting 40-50 FPS in GTA V with graphics at Ultra and no Anti Aliasing? Also, whenever I try to overclock my card it just makes it very unstable no matter the overclock.
