That's a DAC and would still take the signal from your noisy onboard audio. You'll need an add-in sound car or a USB sound card if you want to cut down on the noise. If the source is noisy, adding a DAC isn't going to get rid of it. 

 

I've been using the ASUS Xonar DG for the past 7 ish years, though for whatever reason prices seemed to have gone up. I don't remember it ever being 50 bucks for something relatively basic and no frills.

except when the noise is only introduced into the analog circuitry and not present on the digital optical output (if there is any) 

 

often times, eliminating noise from the sound cards analog output can be as simple as using an isolating transformer right after the output jack

That too. Honestly dealing with this kind of stuff is the worst. It could be a whole bunch of things. For laptops it could be a bad power adapter, etc.

Oh i forgot to say that i got another sound card and it's gotten worse
