What makes you say that? The 1070 isn't really an option in this kind of a budget, the 1060 would be ideal in this scenario depending on pricing and availability.

 

You will also need a copy of Windows if you don't already have one. Those go for ~90 USD if you buy from Microsoft directly(which is recommended).

 

I dropped the 650W power supply, at most you can get away with 550W. Also changed the motherboard, MSI's lower end boards are known to have garbage VRMs which can cause problems. You likely won't need the extra case fan, so I dropped that as well.

 

I managed to fit in a 1060 3Gb with the changes I made, also switched to a slightly slower memory kit. It's still pretty fast, so there shouldn't be too much of a difference, plus you can always overclock if necessary.

 

If you need to buy a copy of Windows, I would say drop the SSD so you can fit it in the budget.

why an 850 evo? the 860 evo is out for abit less and an MX500 performs the same for $20 less.

Forget everything I said, this is your best option. Although I personally would go with a CX550M for the PSU instead of 450W.

eh, lost it's status as king of the hills already, MX500 is on par for much less and the 860 evo is out anyways.
