FIXED IT! I had to set my NVIDIA GPU to the global default. Thanks for doing your best to help though! :) 

I used to get around 180 FPS on high settings and my Alienware's fans would be blasting, but that just hasn't been the case recently. My FPS randomly drops to around 30 for a split second and then back up to only around 80 FPS, and my laptop is as quiet as a mouse while this is happening. My laptop is in high performance mode and all of that, so that isn't the case. Can anyone help me?

 

Also, I have tried playing on the lowest of the low settings, and there is ZERO FPS difference.

Are all your cores active? Try an unparking software, Park Control is useful.

Yes, I installed the software and they are all active. I ran CS:GO again and there was no improvement at all, unfortunately.

I forgot to mention this, but I play on an external monitor, which may or may not have an affect. The monitor in question is a 2560x1080 ultrawide, and it gets unusually low FPS for such a small difference in resolution. In most games, there is maybe a 5-10 FPS difference, but in CS, there is like a 70 FPS difference. I played on my laptops screen and it gets around 200 FPS, but when I play on the ultrawide, I get around 80-100 FPS.

 

Also, using the application and installing the latest drivers unfortunately did not help.
