I would say look at your CPU, as it could be causing a bottleneck. Although don't take my word for it, can anyone else confirm?

Who needs fancy graphics and high resolutions when you can get a 60 FPS frame rate on iGPUs?

I have that CPU paired with a 970 and it runs JC3 pretty maxed out just fine.

OP, check your temps

The other programs running while playing you mean or the % of cpu or gpu loaded while playing?

Like, when you are running a game, what are your usage percentages at for your CPU and GPU.

I have a gtx 970 that is overclocked heavily and I have a i7 6700 (clocked similarly to your cpu). I believe there's no bottleneck and that something else is holding back your system such as background tasks or thermal limits. It may be your gpu's problem because that isn't a strong gpu.

Use this to find out if you have a bottleneck: http://thebottlenecker.com/#calculator

Hey?

Yeah I mean if you're hitting 99% GPU usage that means your GPU is giving it all shes got trying to push those frames out. Don't know what else to tell ya.
