Need help deciding on which one

Please let me know which one will be better or if you think i should change things or just have him get a totally different one. He will be on 1080p 144hz and budget is max 1349 (i know the one i made is over)

I would go with the HP. Better gpu and decent gaming cpu. Walmart listing has typo in title, gpu is a GTX 1070; https://support.hp.com/ca-en/document/c05577988.

didnt see that it was 1070 thought it was a 1060, do you have any other prebuilt suggestions>
