Nvidia control panel wont open.

I have the Nvidia control panel in the bottom right in info overflow. When I try opening it nothing happens. I have tried clean installs several times, and have used DDU. What should I do?

i5-8600k, MSI Z370-A Pro, 2x 8GB DDR4-3k, MSI Gaming X 1060, NZXT S340, 2TB HDD, 750w Corsair PSU, AOC 2775 OC'd to 80Hz and CFG73 at 144hz

Like the one on windows 10? I can't get into the Nvidia one.

How do you get to this menu? I thought this hasnt been a thing since win7

Same thing. I can see it, but nothing happens when I click it

I think that my issue is nvidia display driver service is missing.
