Experts needed - Usb Driver Problem

I'm having a very strange problem with USB drivers. All peripheral drivers except for external drives are not functioning. My mouse and keyboard, don't work, as well as Blackmagic dongles, display calibration tools etc.

My keyboard and mouse function normally in the BIOS. I'm able to remote into the computer, as well as use Synergy with an adjacent machine for control of the computer. I do hear the sound of a devie being connected and recognized by windows, but there's no functionality.

Trouble shooting steps I've taken.

Download and install AMD chip-set latest version, as well as trying previous versions.
Run windows trouble shooter for hardware. it recognizes there's an issue, and attempts to fix, but fails.
Use device manager to uninstall everything listed under Universal Serial bus Controllers- restart- unplug etc

I'm open to suggestions/troubleshooting tips

My System for video editing. I have tons of software small tweaks within programs etc, that are a pain to set up again, so refreshing windows is an absolute last resort.
