Visa gift cards

I would like to know if I buy one of the Visa gift cards that they sell at Publix/Walgreens/etc that you can charge between $50-$500, would I be able to use it in PayPal?

Also, does the card activate as soon as I buy it or do I need to activate it like a normal card?

Those prepaid credit cards can indeed be linked to Paypal etc. 

When you buy the card, it'll be active.  Usually the expiration date is printed on the package already, so be sure not to buy one that's going to expire next month.
