won't even show up

do you mean it wont show in the file explorer or in the bios?

if it does show in the bios you should be able to somehow format it, for example using the drive manager or diskpart (make sure you dont format the wrong drive!)

The “broken” hard drive comes up on disk management but what should I do to make come up on file explorer and not be write protected? The “broken” one comes up as 3 different partitions and a unallocated part if that matters. Just tell me if I should send a picture.

You can try to assigning it a drive letter and waiting a while for windows to allow the drive to show up explorer (still will be write protected) all you have to do is click the partition you are trying to access in disk manager and assigning the drive letter there. The write protection issue, I can only assume is from the disk being used by another process that has locked the disk. Usually what I do for that is boot in safe mode and try formatting the drive by doing it normally as I would a thumb drive.

You can also use Derek's boot and nuke to low level format the drive without using Windows (PLEASE UNHOOK OS DRIVE IF USING THIS SO YOU DONT FORMAT THE WRONG DRIVE)
