Low Fps and Low usage?

Okay I got a little problem... I play a Game and my Cpu usage is at 25% and my Gpu usage at 50%. I only have 25 FPS and the max FPS from the game are at 60 so how can it be that I just have 25?

CPU: I7 860

GPU: 470 GTX

I play Warz, I use Windows 7 and yes my specs:

CPU: I7 860

GPU: 470 GTX

Mainboard: P7P55D

8 GB Ram

Normal HDD

Since you have given this input, about the game I will say this. From my experience from watching WarZ videos and friends who play it, it is a rather horribly optimized game, also, I am pretty sure that the game isn't in any form of a final build, thus it was taken off of the steam store.

Because the game is bad. Or does this happen in other games too?
