I'm Confused

I have posted a few things about fixing my friends computer that a build for him recently on the forum. I had just taken out the owed supply and tested it (which it failed by the way) when I noticed something VERY strange. Near the inside wall there was a white solid/liquid thing that looked like hardened foam across the components. I figured that was the problem and will be sending it back for RMA. My question is, what was it?

I am not sure exactly what it is but I am almost certain that it is normal and should be there.

Can you take a photo? As NannerBeans suggested, it's most likely normal. :)

Im pretty sure it is not supposed to be there because I filed and RMA request telling them exactly what I told you and the are allowing me to replace it. Either way the PSU does not work.

Perhaps condensator / capacitor liquid which surely should not be there, looks somehow like it. But seems to be quite a bit O.o

Yeah there was a black thin tube inside that looked like its cap was gone and there was the same thing that looked like It came from the tube.
