You should be able to get 4.5 without touching voltage at all. It's only +300 from stock, you should be fine.

 

Most people recommend overclocking in the BIOS which is done easily by going to your BIOS>Advanced Frequency Settings and then changing your CPU clock multiplier(never done an Intel chip so I'm mostly taking guesses here based off the overclocking I have done).

 

You could certainly look up overclocking guides to help you.

Your 7700k should be running at 4.5 GHz 100% of the time anyway because of the turbo boost as long as it's not thermal throttling. For stable voltage, every CPU is slightly different, so one 4.5 voltage does not necessarily equal another 4.5 voltage. Best thing to do it to increase clock until the system is no longer stable, then increase the voltage incrementally (.05 at a time) until the system is stable. Make sure you run generous stress tests after each alteration.
