Cut Paste Same Window VS Cut Paste Different Windows

Why is it that when I do Cut, Back, Paste it transfers it over instantly like it should since it is in the same drive.

 

But if I for example have 2 different windows open, 1 @C:/Documents and another @C:/Downloads and I Cut from Downloads window and Paste it inside of Documents window it doesn't transfer it but it does it like copy and paste where it has to slowly transfer it like a normal file transfer from different drives?
