Unstable r9 290

Hi! I bought my r9 290 gigabyte wf3 and no mather what, the clocks and usages are unstable. This happens both stock and oc. It always sits bellow 80c, and its paired with a i5 2500k @4.6 ghz and 8 gb ram. I have a 650w power supply and thats more than enough. I tried different drivers, putting the power limit to 50%, nothing. Is my gpu broken or what?
