Raspberry Pi Live Camera Feed Help

I have a raspberry pi  b+ and a raspberry pi camera that I would like to turn into a live webcam. Does anyone know the easiest way to go about this? Latency is not an issue (anything under something like 5-10 seconds) but higher quality would be nice (720p at 20-30 fps?). Any suggestions?

P.S. I can use the command line and do most simple stuff in raspbian/linux

Currently rocking a ThinkPad L13 laptop tricked out with an i7, running Windows 10.
