right now i overclocked it to 3.8ghz and my voltage is 1.3250v but after running stress test on aida for 10 minutes the pc crashed.But in games my cpu usage doesnt go above 40% So should i up the voltage even more im woried that something might happen.or should i try lowering the clock

Increase Voltage, 40% is just that the game doesnt need anything more out of your CPU.

Try, AMD says its totally safe up to 1.4V. 1.45 would also be safe if you have sufficient cooling. But try 1.35 and see. I think I have my R7 1700 at 1.3375V at 3.8GHz
