Looking for a budget virtualization and Plex server

Hello wonderful and helpful people of the LTT forums. Today I need your help.

 

I am looking to buy a virtualization and Plex home server for < $500. I am willing to purchase used server gear and servers. I am looking for a server with a passmark score of ~10,000 and ~10 cores. I am also open to putting together a custom server.

 

GPU performance is not a concern.

 

If you could please provide me with suggestions / builds that would be amazing. Thank you! :) if you have any questions for me feel free to ask as I will swiftly answer.
