You could try a CMOS reset to see if solves the issue.

So after the CPU led turns off and the RAM led turns on what happens. Does the RAM led stays on?

 

If yes:

1. Try with a single stick of ram if you have multiple.

2. Even though you checked the CPU is seated correctly, please remove the cooler and check the CPU contact surface with pins to be clear and also check the socket pins for debris or bent pins (if Intel CPU)

 

I had the same problem and from personal experience I can say that if there are no problems with CPU socket at all or RAM slots or RAM and CPU by themselves then is the chipset that might fail. This might sound extreme and hard to believe but it's a possibility, happened to me twice so far.

 

Also what motherboard do you have?

After the ram led goes off the cpu led comes back on and then goes off and the ram one comes on again. No pins are bent and the cpu + socket look fine. I have a msi Z170 g43 plus
