Windows 7 won't install

You have to take out the installer drive. 

I have a machine that originally ran windows 7 (some sort of HP compaq) but its been wiped, including the OS. Not a problem I thought, just download a windows 7 ISO and use microsoft's tool to make a bootable drive... nope. It appears to be booting from the correct device and I can get it to install, but when it seems that it's done installing, it just says it's going to restart, restarts, and then goes back to the start of the setup process. How do I get it to install correctly?
