Question about HWiNFO

So I was looking at my CPU usage and something got me confused.

When I check my task manager it says that CPU is at 45% load, but meanwhile at HWiNFO it says that Max CPU/Thread usage is 51%, while total cpu usage is just under 17%.

What exactly does that mean?

 

I did run aida64 and both values jumped straight to 100%.

I'm just trying to understand what does "Max CPU/Thread Usage" means and why is it higher than "Total CPU Usage".
