Transferring Programs to a new PC

Here is what I need to do:

 

1. Copy Programs and User Data from an Old Windows 7 Machine

 

2. Move the SSD from the old PC to the New PC

 

3. Install windows 10 on the new PC (with the old ssd)

 

4. Then Transfer the Programs and User Data from the old windows 7 machine onto the New PC

 

What program can I use to achieve this? (Free Please) 

 

Edit: I need to image the programs/user files without the OS and transfer the image onto the new machine

I'd update the old one to w10. 

 

All of these approaches might cause some driver issues though.

 

Reinstalling is the best bet. I want my clean install to be clean after all.
