Hey all! 

Before I go into detail about my problem, here is a spec list. 

Ryzen 7 1700 (stock cooler)
Asus Prime X370-Pro
EVGA GTX Geforce 1070 SC
Apacer Panther 16gb DDR4 2400
Samsung 960 EVO M.2 500gb
2TB Barracuda HDD
Cougar GX800 Gold 80+
4k Acer CB281HK monitor
Windows 10 home 64bit


Just recently build my first PC (just over a week ago), I had no problems with the build, it booted first time and I was on my way to installing drivers! 

About 4 days after use I got my first instant restart - The PC just black screens then starts booting up again. 
This happened a handful of times over a few days, toward the end of this time I also noticed the RGB's on my CPU cooler unusually dim and every now and then the CPU cooler (and fan attached to the CPU_OPT slot - I only have two cha_fan headers on my MOBO) would switch off for a split second and then start up again.
I checked all my hardware to be sure it was plugged in properly, then I decided to reinstall the OS.

Installing the OS cleanly fixed the Dim RGB's and cpu cooler restart issues, I have had one force restart of my system since that time however it seems to be stable between now and then (2 days).

The most interesting part about all of this is the the restarts have been happening during idle! I have put my computer through multiple 1hr OCCT stress tests and it has not restarted! Yet when I finish the test and let my computer idle with a Chrome windows open - it just restarts!
While my computer made it through the stress test fine I did notice that it was locking up quite a bit - it would be running at around 140 fps, then it would freeze for about 10 seconds (showing 0 or 1 fps and the monitoring of temps and time would stop), then resume from 10 second on.     

Firstly: I would love any info that people have about this sort of issue, I had trouble looking through google for answers as there are so many people with restart issues and the specifics of my problem seem unique.

Secondly: all my parts are under warranty, I would love to be able to replace the problem part however I have no idea what it may be - I'm leaning toward it being a PSU or GPU issue however the passed stress tests just make me think its software related. 

Please help me if you can.
It's very degrading spending a lot of money on something I thought would be perfect and just having it be so unstable. 

As the system is currently kinda of stable, is it fine to just act like none of that ever happened and just keep using it? or should i keep trying to troubleshoot the issue?

Sorry, totally forgot the PSU in spec list, its a Cougar GX800 Gold 80+

And while I was never looking at the PSU during these times (its in a shroud) i imagine it wasn't powering off because the other two chassis fans i have were continuing with no problems.

Ran Memtest from USB drive with no errors.
At this point I'm just hoping stressing it will make it crash to give me some answers, unfortunately it doesn't seem to want to reset or give errors under any loads - still leading me to believe it is a software issue, even though it stuck around after a clean re-install of windows.
