Random files in D: drive

I have Win 10 installed on my C: drive and I try to keep everything else on my larger D: drive. All good and dandy but there are these random loose files on my D: drive that are in no folder and apparently belong to Microsoft Visual C++ and Visual Studio.

So If I just delete them how can I prevent them getting dumped there again if Windows decides it needs to downlaod those files again?
