Temperature spike every 30 seconds

So I've noticed something in my PC getting louder every 30 secs or so I looked at HWMonitor and Speccy and they both show the Montherboard/SYSTIN tempeture spike up as well as the CPU and a few others from 30c to 50c every 30 seconds. I cleaned the inside of my pc because it's never done this before. I tried refitting the h100i v2 aswell as applying new thermal paste but that didn't help.

 

I'm not playing any games and I have basically nothing running.

 

If more info is needed let me know what I should provide.

is the cpu usage doing anything every 30 seconds? is the clock speed changing every 30 seconds?

Something called sppsvc.exe Microsoft Software Protection Platform Service makes the CPU usage go up to 30% as well as MsMpEng.exe Antimalware Service Executable.
