Download memtest86 and run it through a few passes and see if there are any errors.

Sounds like a wonky PSU to me.  Usually when a PSU can't provide proper voltage anymore, you can get that kind of behaviour under stress (or even when idling).  But if you've really replaced everything already and still have the problem, it's time to have a shop look at it.

Are you using any software to monitor your CPU and GPU temperatures? You could try HWMonitor for a quick and easy look at all your system temperatures, however it won't help if it randomly restarts. But maybe you'll be able to notice any abnormally high temperatures while gaming.

Alternately, you could try Aida64's System Stability Test and stress test each of your components separately to see if you can "force" any potential flaws to show themselves. It's also capable of displaying GPU Diode, CPU Diode temps (not selected by default I don't think). Start with stressing CPU/FPU/Cache for one hour. If that passes, uncheck those boxes and stress the GPU. For memory testing, I do agree with Memtest, and perhaps Prime95 to stress. The page linked below goes into detail about stress testing memory.

GPU: NVIDIA GeForce RTX 3070  SSD: HP EX950 1 TB M.2-2280 NVME  HDD: Seagate Barracuda 3TB 3.5" 7200RPM

I have already taken it to a local computer shop and they blamed h1z1 even though I told them it happened it other games too. That answer was worth 70$. I thought it must be my psu when it first started happening luckily I had a warranty and was able to send it back and get another

2I bought new memory and  I’m having the same problem, I ran mem test on the last memory I had and got no issues

Yikes, $70 to tell you basically nothing. For half that, I'll give you a better answer! :D

Did they even mention possible GPU temperatures being too high? What temperatures do you see while gaming?
