unit power question... circuit breakers and stuff

I was curious as in my unit block I am the only one with direct access to their garage through the unit. everyone else has to go down to the bottom level. I was wondering if they would have their outlets and lights connected to their power bill.. so i decided to test something. I turned off everything in my switch board so that ther should be no power being administered to my unit. but the wall worts in my garage still worked.. if anybody out there knows anything about this then please let me know.... since everything was turned off and those plugs still worked, does that mean that the power used in my garage is not actually connected the circuits which contribute to my power bill? (best wording i could come up with, my bad if it doesn't make sense)
