That is also a dead platform.  Best you could do is upgrade to a 4790k, which is perfectly respectable still, but a) you'd have to spend the cash to do that, and b) you'd still not be on the modern platform, which means no future upgrade path after that, and no modern features.  And to overclock it you'd have to upgrade the motherboard to o at that point you would be better served just getting something else.

k so would a core i3 7000 series cpu be good?

MSI H61M E23 B3 @ 2.3k
Used 2*4 = 8gb DDR3 @ 3.4k 
Asus rx 460 2gb = 13.5k new

Total = 25000

is this value deal?

Well that depends what you want to do.  If you are planning to game, I would not recommend anything less than a quad core (so no i3).  Get a Ryzen 1600 or if you can afford it a 7700k, or better yet, wait for the 8700k.

 

Also that build makes no sense, you mention a 7th gen i3 and then show a 2nd gen i5

no thats not the point i was thinking to make my own build , so when his 8700k coming out? it would lower the prices of 1600 so then eventually i could afford it

It's possible AMD might drop prices when Intel releases the 8th gen, but then again they might not, and if they do, I suspect it will mainly impact the high end (Ryzen 7), not the Ryzen 5 1600 and so on.  We don't know the release date for sure yet but it should be "soon"
