Help me plan a custom loop

Want a custom PETG loop for CPU and GPU, but EKWB is showing that this loop would cost 600+.

 

I really wanna keep my overall cost below $3000, with an opaque, white coolant.

 

Is it possible at this price point? If so, which parts do you recommend?

don't need to get a 1000W PSU 650 would be enough 750 to be very large. and you won't need 32GB of ram. try cutting in extras  and you should be able to do it also the loop they propose you can find components for it cheaper. the tubes for example don't need to come from EK.
