I recently build a ryzen 1600 cooled with stock cooler and I have a concern about temperature.

The cpu idle at about 36C but if let's say I open a youtube video temp instantly goes to  47~C like in 2 seconds from 36c to 47c and then starts to cool down a bit slowly.

I have another pc  when I do CPU intensive task temperature rise but at much much slower rate like 1 degree per 2 seconds

is this normal?

I'm using HWmonitor to monitor temps

This is normal.

CPUs do not typically generate very much heat when they are idle, where decoding a YouTube video is much more intensive in comparison. Also, unless you've overclocked it, it's most likely not running at its fully rated clock speed or voltage when it's idle, where when you start doing something like opening a YouTube video, it will boost when it needs to.
