I wouldn't recommend to watercooling it since the CPU is locked and the GPU doesn't dump out a particularly huge amount of heat.

The corsair will be cheaper. What are your goals with watercooling?

Unless you want to overclock to the extreme or add a GPU to your loop in the future (don't watercool your 1060), get the corsair.

I want to overclock as much as i can. And im just getting the 1060 to start off, i plan on making upgrades later on but not for a while. I might get a 1080 instead of the 1060 but im not too sure.

As in you're willing to delid and pay an extra  $100-150 for a custom loop for an extra 100MHz, then by all means go custom loop. Otherwise, don't.

If you plan to overclock the Corasir H100i would do well with it, for the Gtx 1060 though I wouldn't watercool it.

I just like the idea of a custom loop. The challenge appeals to me. Plus, i want performance on a budget, if i can do a custom loop and it be relevant, i will.

A custom loop is not something I would call performance on a budget, a proper CPU and GPU loop will start at around $500 USD, a bit less if you get the Fluid gaming series but there is no aluminum based full cover block for the gtx1060.
