Direct X9 on Window 10

I want to play some of my older steam games that will not run on windows 10 as they use dx9. 

 

1. is is there a way for me to get dx9 on windows 10?
2. will it help my old games?
3. will it interfere with dx11 games?
4. can a 1070 run with dx9?

 

edit: they will run, but they will only run 6fps on low settings 1080p on gtx 1070, 16GB RAM, and i7 6700k 4.8GHz

Dirt 3 is DX9, as it runs (1fps) on an old geforce 6600gt I have. Runs fine on my ryzen 1700x and gtx1070 system running win 10 creators.

When you open the Game steam should auto install DX 9 and it won't interfere with anything.

Why do you say those won't work, DX9 works perfectly on Win 10 in my experience... it's not like they've blocked it or anything
