i was having the same problem with my netgear wi-fi device. i tried contacting the isp and it helped..i suggest you contact you isp for the problem.

It sounds like it is too close to other routers on the same channel, try downloading wifi analyzer on the Google play store it can tell you what the proper channel is as long as your phones wifi can pick up the other wifi in the area,
