I believe they SHOULD work on the skulls (but only three times, then the hat goes away) however, encounters with the man on fire are heavily scripted and usually you START the encounter detected by him, so I don't think it will work. In my experience the chicken hat only works if they discover you.

I think it would work the same as the regular size, as in, effective on the skulls and not on the man on fire. Are you having trouble with either particular enemy?
