I have a old prebuilt pc with a i7 2600, a gigabyte motherboard. I dont know the rest as it is a prebuilt pc. even after a replacement of the thermal compound and a thourough dust removal. when the computer is on more than 30 minuets the fans get super loud and it sounds like a jet taking off airflow is fine as it is in the same spot as it always was when it was silent. I mean this issue has only happened recently so I dont know what to do

cpu fan? check cpu temps

gpu fan? replace that thing

case fans? unplug them and leave your case panel open

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB

138 is a good number.

The computer says that the cpu temps are normal and the noise does not change with or without the side pannel. the fans seem normal as well

First thing is to identify which fan is making the noise. Has it been like this always or just started? When you say prebuild, do you mean from Dell etc. or did some boutique build it for you?

Good, that means there are some more options. Do you know which fan is making the noise? Also, check where fans are connected on mobo, or are they connected directly to PSU.
