Yep, Make sure to mark the forum as answered. Welcome!

Ok so ik i posted twice quite close together but i need answers.

I have an old HDD with a copy of Windows on it, and i am running into permission errors in clearing it. I have tried command prompt wiping the drive but it will not work. Should i try and find a way to disable the drive so it doesnt try to run Windows, but still be recognizable to my PC? How would i do this?

Well there is not a way, go to command prompt and run it as Admin. Type diskpart wait for it to load, then type 'list disk' you then will get a list of drives connect to your PC. Find your drive (it's not DISK 0). type select disk and put your number of the disk. (Sorry these instructions are bad) then type clean if you get a error type override clean. If it does not work I have no clue.

it says "not allowed for current boot" but its the HDD that im not using. Is there some procedure i should do to uninstall Windows?

Seems you have a desktop, do you happen to have any Windows 7+ install disks? If so put the drive into the main SATA port in the box and delete the partition via the installation disc that should work.

Does not matter as long as you can get into a manage partition state on the install disc and delete it from there, You need to be sure that is the only drive plugged into the SATA Ports.

actually wait i tried changing the partition and i got "the selected volume or partition is in use. to continue with the operation used the override parameter." i was using SETID. What should i do

Continue with my other idea, I believe windows is looking at it as a fallback drive. For example when you need to recover a Windows Machine you can use a USB Disk etc. It finds the boot partitions and does not know which is which. Continue with the installation disk plan.

ok. i would like to try and use the disk plan as last resort, so is there some way to make it so my PC doesnt see my drive a s a fallback? also could i use a Win 10 instillation disk?

You could make a VM (virtual machine) with ubuntu and mount the drive and format it through there.

that sounds more complicated lol. Could i use a Win 10 disk to wipe the partition? i have one of those handy

Yep, remove your main drive attach the one you wish to wipe and put the CD in. Continue the installation as if you were going to install windows 10 use there partitioning tool to delete the disks take out the drives and CD, then remount everything and we should be up and running.
