I've purchased refurbished products, but not open box. The problem of open boxed item is some are missing components, but this is cpu so they wouldn't sell a cpu box without a cpu...

HAHA, fair enough! Next question, this would be the first item into my comp build...I won't be able to test if it actually works, I am able to buy most other components, advice on that? Purchase all this stuff, MB, ram, windows, just to confirm it's ok. Otherwise I'm out 250 and no return possible.

Is it possible to return it in a period of time, if cpu doesn't work?

I haven't dealt with monoprice in particular but you could take a shot.  I've had a good track record with open-box computer parts.  With tax and shipping it may go up a few bucks though.  I've seen the 7700k go for around the same on ebay and other sites.  

 

If you care about your overclocking it's almost safer sometimes to buy used and ask the seller what they were able to push the cpu to.  Opinions will vary there of course, some would prefer a cpu that hasn't been touched.

I wouldn't take the risk If I were you. Back in the day( when the first core 2 quads came out), lots of ppl were buying processors just to see how far they would overclock.

The thing is,  they pushed the chip too far and damaged it, then asked for a refund.

Most stores don't check if the item still works, they only care if there is no "visible damage" and put it back on the shelf as open box for 1/2  the price or whatever.

If you want to take that risk then go ahead.

Yeah I was definitely skeptical about this policy, sounded a bit negligent/cash grabby. Thanks for all the advice guys! I'll probably hold off for a new deal...which I missed a couple weeks ago!
