yep, that is normal - the one wire that is missing on the second connector is for the RPM signal. you can only read RPM from ONE fan at a time per mainboard connector so it does not make sense to run this wire into both connectors

If you can still connect pwm fan to 3 pins, yes, it is normal from what I've experienced.
