Beginner overclocking help

Hey guys I just bought a Corsair h110i to overclock. I'm new to overclocking and was having trouble. My question is can I overclock on an Asus p8h67-m Evo because my cpu ratio range says 16-34. Unless I'm doing something wrong. I have looked at guide on how to overclock but some are confusing. Also I tried adjusting the cpu ratio to 40 and my bclk is at 100 which with my knowledge it would go to 4ghz. But it bumps down back to 3.4

Wow what CPU do you have that goes up to 29 GHZ?
