Whiring as in whoosh sound like air moving or like coil whining ?

If whoosh as in air moving then its fine cause windows experience index puts some strain on your cpu at some point and the fans will ramp up for a while.

You can try P95 small fft's torture for a while and see if the same sound occurs (make sure you check your temps tho so you dont harm your pc, you dont wanna go over 85).

Best wishes

If its after overclocking then its probably your motherboard.

Coil whine on a CPU cooler? I would image the problem being with your graphics card or power supply. Try checking and hearing where it is coming from again. Maybe the fans on the cooler could be faulty.

If it's from G1 Sniper 3, it's not a normal behavior. That board has very good inductors. RMA it.
