Best CPU only loop for under $250?

Hello,  I am thinking of building a new rig, and possibly doing water cooling. It is my first time, but I think I have watched enough videos and read enough guides that I think I have it. Now I wanted to know the best water cooling kit, such as the XSPC raystorm 750 ex360. Or just a compilation of parts. thanks!

For CPU only? H220/H320 or Glacier 240L. They preform the best and can be expanded if you like.

if you think that you won't want to water cool your gpu then go with a good AIO imo

I dont plan on doing any crazing gpu overclocks, thats why im not water cooling it.

Either way the coolers I recommended can be expanded IF you want to W/C the GPU. Other than that, It's already a great cooler.
