Infinite Handles

I am currently having an issue with my computer that is causing the amount of handles on my CPU to just constantly go up. Sometimes restarting my computer resets the amount I have and sometimes it doesn't. I have looked through my active processes and not found anything out of the norms. I am not too knowledgeable about this kind of stuff. Any help would be appreciated.

Go to processes and see what application is using the CPU when that happens.

The more CPU load there is from an application, the darker orange the CPU bar for it will be.

Thats the thing, I only use about 1 percent of my cpu at idle and nothing is using it, that screen shot is taken when a game was running but the handles is always like that

This is my idle CPU usage, it doesn't look too different.
