Help with "Spotify Connect"

So, I'm having a bit of trouble using my PC to connect to my phone through Spotify connect. 

 

On the desktop app of Spotify "PS4" is the only listed device, whether the app is open on the PS4 or not. However, for my iPhone to show up I have to have the app open on my iPhone first.

 

Is there anyway I can make it so I don't have to open the app on my phone first to make it show in the devices on the desktop app? (Like the PS4).

I've noticed that the iPhone app will close out after some time if it's not being used, or if you disconnect from a Bluetooth device. I don't know if it's an IPhone thing or the app, but I didn't have that issue with my old android phone. Does that sound like whats happening to you?

No, that seems like a different issue. 

 

My issue is that hat my desktop PC will only pick up iPhone as a device if the iPhone has the app open. If the app isn't open, the PC won't see it as a device.
